If I scrub the mildew from the concrete in my backyard...?

I'm going to be using 1/4 Bleach and 1/4 water to scrub off the mildew. Afterwards if I throw a few clean buckets of tap water on the concrete, will my dogs be able to walk on the concrete without burning their feet?

Yes - unless it's hot.

Of course. It most likely won't even bother them to walk on the concrete prior to rinsing.
