If I see "$0.02 cents" written, is this two one-hundredths of a penny or two pennies?

  2. That is ambiguous because the "$0.02" part implies two pennies, but the "cents" suffixed to it is confusing and superfluous.  

    If it were written "0.02 cents" (i.e. w/o the "$" dollar sign), then it would mean 2/100 ths of a cent.

  3. "$0.02 cents" doesn't make any sense, because there are two units: Dollars and cents.

    Saying "$0.02 cents" is as incorrect as saying "100 minutes hours."

    Saying $0.02 means 0.02 dollars, which is 2 cents, or (in your words), 2 pennies; saying 0.02 cents means two one-hundredths of a penny.

    If you saw "$0.02 cents" somewhere, my best guess is that it means 2 cents, because there are many more occasions where it's appropriate to refer to 2 pennies than there are that it's appropriate to refer to two one-hundredths of a penny.

    But that doesn't change the fact that it's technically nonsense.

    Actually, if you want to get really technical, the way it's written, "$.02 cents" is 2 one hundredths of a penny, but they probably mean 2 cents or $.02.  If this is a problem from your teacher, you can point out that if they meant 2 cents, then $.02 cents is incorrect.
