If I speak fluent Arabic but have no background in Intnl Relations (IR), can I still work in IR?

I have an MBA and some experience, at a very junior level, in public policy. I live in New York City and am assuming most opportunities would be in DC. However, I cannot relocate right now. Can I start my career in NYC? The only International body I know of in NYC is the UN.
