in california, when you get your permit, you can only drive if a person the age of 21 or older is by you

that car must be insured by the passenger and you cannot drive other people under the age of 18 for one year.

your parents can get you insurance anytime they want to get it for you. you just cant drive alone until you get your license

Yes it does lower your insurance,in most case's by 10 percent.Our insance company cailled us when our son turned 16 years old.I'm not sure what your going to need to do.
