  1. Local laws can vary as well as what is permitted by the cemetery owners. The cemetery office staff should be able to tell you what you can and cannot do.


  2. That is not a genealogy question.  That is more like a legal or real estate question.

  3. Here in the UK change of ownership of a grave is done through a solicitor, and I know from personal experience once you have ownership of the grave you can erect another head stone, I did.
