  1. That would depend on where you are travelling from. If you are a citizen of an EU country then you can freely travel through and live in any EU member state. If you are a US citizen you can stay in France fro up to 90 days without a visa, more than 90 days and you will need a visa.

It depends on your citizenship and whether or not you want to work.  If you are an American citizen and just want to do tourism for 3 months, you do not need a visa.  If you plan to work, however, you need a special work visa.  Any longer than 3 months, regardless of whether or not you want to work, you need a visa.  If you are an EU citizen, you can stay as long as you want and work with no visa.
