That would depend on where you are travelling from. If you are a citizen of an EU country then you can freely travel through and live in any EU member state. If you are a US citizen you can stay in France fro up to 90 days without a visa, more than 90 days and you will need a visa.

I don't think so. We (mexicans) need a visa only if staying there for more than 3 months. Maybe it's the same for you

It depends on your citizenship and whether or not you want to work.  If you are an American citizen and just want to do tourism for 3 months, you do not need a visa.  If you plan to work, however, you need a special work visa.  Any longer than 3 months, regardless of whether or not you want to work, you need a visa.  If you are an EU citizen, you can stay as long as you want and work with no visa.
