  2. The computer at that IP address has to have a service running that can accept a file.  Many servers run File Transfer Protocol (FTP), so you can use that.  From your computer type "ftp 123.123.123.1" at the Command Prompt and follow the directions from there.

    If you're trying to transfer files between two home computers, you would need to install a free FTP server on one of the computers before the transfer.  I recommend FileZilla

  3. An unique IP address is assigned to everyone on the internet. Simply send the attachment by email to the person you want to receive it.

  4. Use WinScp if you have Windows.
