Community colleges usually have some adult night courses that will give you a start and they are not too expensive.

Lynda.com has good training cd's that go from beginner to advanced, and Total Training is another good one for cd and Adobe has it's "Classroom In a Book"

Its called a PHOTOSHOP course. I mean, you could sign up for a graphics design course, but that's a lot bigger goal than learning Photoshop.  There are 1 day and week long classes in Photoshop.

Photoshop is so popular, there are also photoshop users groups you could join.

You can find free podcasts online, but if you actually want some sort of certification or formal classes, try any computer skill teaching company like new horizons, skillpath, etc.  You can go to workshops that are a day or two days, or you can go to a longer class at a local technical college, or a traditional college.
