If I was rich could I own an elephant? ?

If you are rich enough, you can own anything.  Priceless, stolen art.  Entire cities.  Even people.

The question is "Can I LEGALLY own an elephant?"  or "Can I legally keep an elephant at my home?"

And that probably depends on exactly where you live.   Many cities and suburbs have strict laws about what kinds of animals you can keep.   You may not even be able to legally own a goat in your town.   And I'm sure that many zoos would be happy to let you own one of their elephants - as long as you agreed to let the zoo have complete control over it, and keep it at the zoo.  

Since elephants are endangered, I'm sure that the ownership of them is highly regulated.   But there are many US zoos, both private and public, that own elephants.   And US circuses and elephant sanctuaries own elephants.   So you might need to get your mansion zoned as a zoo or a sanctuary in order to own an elephant.

there are still Circuses that feature elephants, so i'm guessing yes.  probably the easiest way would be to buy a Circus.
