A bumper harvest and rising food prices should do it. And to raise farmers' real net income, the government needs to provide more fiscal support to them against higher food prices. And, also production costs for farming has to remain low.

First, increase in income puts more money in circulation with no commensurate increase in commodities (goods & sevices) so the money becomes cheaper. Cheaper money chasing scarce commodities is the sure recipe for further inflation.
