Kobe's an incredible athlete but just because you're a great athlete does not make you great at every sport. Phelps is the greatest athlete in olympic history by medal standards, you can't just teach that. So to answer your questions, no.

Phelps trains for more than 5 hours a day. Kobe does not train like that. Yes, Kobe lifts weights like crazy, but I swim and its a whole different ballpark.

people have gifts and Kobe gift is his ability to play basketball and Phelps gift is his ability to swim.  Jordan try baseball and was not that good at it.  Maybe if he put all his attention to baseball he would have been good at it but he would not dominate baseball like he did basketball and the same with Kobe he might be a good swimmer but I hardly doubt he would dominate the swimming scene.
