When are children ever considered legitimate targets by other than terrorists?

Civilians are not ever considered legitimate targets by the sane. Note that the term is targets, not the collateral damage done by most countries.  When you "target" children its not the same as when they are put in danger with the express intent of luring the enemy so you can then blame them.

Perhaps that's the problem.
