South Korea.  The north is dilapidated and is arguably one of the poorest nations on earth.  Their people can barely feed themselves...

I think the South would win because they have superior American technology and training.

South Korea,.North Korea has manpower but use WW2 Chinese tactics (aka...human waves).South Korean troops don't move a feet without planning first.They had a 1:25 kill ratio in Vietnam,even the U.S. had 1:20.They definetely know what they're doing.North Korean troops are tough,but South Korean troops are tough and smart.

South Korea because they have the better military overall. The North has more soliders, but in terms of planes, armored vehicles, etc the South Korea would win.
