George Bush doesn't fail to respond to disaster because protocol isn't followed. He fails because his keeps making bad, ill advised, decisions.

If Obama does the same, he'll be treated just the same.

That's a hypothetical question that has yet to be answered. Bush has been demonized because he's been a terrible president who has made terrible decisions despite the advice he's been given.

Obama would have responded to the disaster.  Hence, there would be no need for criticism.  

Obama taught constitutional law for 12 years and knows that there is flexibility in the law, as well as in protocols, especially when human life is at stake.
