Belgium.  The modern age has seen just about every western nation rise to near supremacy but Belgium.  Belgium was traumatized when Germany invaded her to end-run the Maghinot Line.  One day, while strolling in the Congo, Belgium fell into a hidden cave full of bats (located in The heart of Darkness)  Knowing that criminals and terrorists are very suspicious, Belgium adopted the mantle of Batman to clean the streets of the world of gotham.  So in the next movie, when the caped crusader lifts the bad guy by the throat, and the bad shouts "WHO ARE YOU", everybody will shout "I'm Belgium".

From what I hear, Belgium will only sign onto the sequel if they commit to not having a Robin character.  However, there has been heavy campaigning from Lichtenstein.
