If Raichus evolved from pikachus then why are there still pikachu?

because the pikachus never evolved only some have. and pikachus can only evolve into raichus with a thunder stone :]

The "evolution" in pokemon is a mistranslation (or just stupidity on the part of the game designer).  The actual word is "metamorphosis."

When you breed raichu together, the offspring is a pichu.
