  1. Good question...USATF is the governing body of the United States Track and Field team (the professional runners). But the NFHS (national Federation of high school rules) is the governing body of high school track and field. Now every state also has a governing body for example. I am from Pennsylvania and our high school rules came from the PIAA. The PIAA rule book is almost exactly the same as the NFHS rule book and the NFHS rule book is similar to USATF's rules. But there are differences so you would have to look in the rule book that NC uses. HINT: your coach will have that book! good luck
