If US has 1.3 billion population?

Supposed 1 billion are refugees( political, war, economy..) from the world.

And 0.2 billion are white( current level) and 0.6 are azn, 0.4 are latino, 0.1 are blk.

What would be happen? economy, human right, independence...?
