He is formally recognized as Charles' younger son (makes it simpler to just accept that--probably is true anyway) & it would take some mighty moving to get him out of the line of succession.  (Maybe they could encourage him to marry a Catholic & raise the kids that way, too, if it's that much of a problem.  But it's their problem & not mine.)

But after Harry comes Andrew & his girls, then Edward & his, and then Princess Anne & her children.
