  1. Technically, you are still in the U.S. St. Thomas is a U.S. protectorate, but does have its own system of government similar to a U. S. state. Outgoing calls are regulated by the local authority, while incoming are regulated by the country of origin.


  2. YES it's the U.S. but it depends on your service if it's an out of country call or not
