If a 15-year-old rapes and kills a girl, should he be punished?

I watched a news about a 15-year-old male teen that raped and murdered his 12-year-old girlfriend because she didn't want to have s*x.

Should he be punished?.

well first and foremost he has to be locked up coz he is a danger to young girls, its not as simple as asking should he be punished what mental state is he in if he is to ill to know that what he has done is wrong then there is no point in punishing him
