  1. So the people being towed  are in there boat, right? Not yours. Correct?

    No, those are two separate boats. As long as those two boats arent over the capacity, then your fine.


  2. Yes.  You must have room on board your boat, within the boat’s maximum persons capacity, for any person(s) being towed behind the boat.  

    If you are talking about separate boats then I would imagine each boat would have it's own capacity.  If you're talking towing skiers then each person (including skiers) is part of the capacity.
