If a Gambian national needs to visit Croatia, where can he get the relevant visas?

We checked the embassies and consulates website, and see that there are no Croatian Embassy/consulates in either the Gambia or Senegal.

Possible flight routes are

Gambia - UK - Croatia (Return)

Gambia - Belgium - Croatia (Return)

We can get transist visas for UK and Belgium, that's ok, but what about the entry visa to Croatia for this Gambian?

The Croatian visas for Gambian citizens are issued in London.
