  1. Uh.. never use the term deaf and dumb. That is so 1800s, also never use deaf-mute either, today the term is just deaf.

The topic you are being asked to write about is a hot topic in deaf culture today. Its been proven that the bi-lingual approach is best, that a child should be taught speech as well as Sign Language.

Actually all children should learn sign language, it helps them communicate with their parents at a much younger age. As young as TWO months!

Hearing parents love the coahlear implants, but the problem is that with therapy and training, only 50% of the time they actually work. They are not a "cure all". Therapy afterwards is very expensive, and not everyone can afford to spend the time to do it.

Deaf parents on the other hand, are happy that their kid is just like them, and begin teaching their child Deaf culture.

Also if a hearing child is born to deaf parents.. they are called CODA (child of deaf adult) and are always divided in some ways between hearing culture and deaf culture. Many of them end up becoming interpreters, great ones too!

  2. if the parents had a congenital defeat it is possible to pass the same problem to their child/children.  if the parents were both deaf since birth or early childhood due to cause not genetically related...such as an accident or illness...their child would be expected to be a normal hearing child.    of course their child's hearing would develop normally, but his/her speech would be limited if they had only their parents to 'not talk to' and regardless of tv etc...there would still be some lacking in age appropriate progress.   though, with schooling the child could catch up to his/her peers.

i recall a show regarding a boy who was an orphan and placed in a home with disabled children and he grew up imitating those around him.  there was really nothing wrong with him and it was in an environment where the patients/residents were not given the opportunities for education.  at some point when he was a young adult he was diagnosed as normal and removed from the facility.  he was taught one on one etc in language, motor skills, math etc.  he continued his progress but kept some of the habits of walking or carrying himself as he had while imitating the children he grew up with.

yes, the child of the deaf/dumb parents can be 'normal' however his/her speech and language development would be limited and hindered somewhat without one on one contact and instruction.
