It's a logically contradictory statement, if he does cut his own hair, then he is someone who cuts his own hair and therefore isn't someone who's hair the barber (who he is) cuts.  If he doesn't cut his own hair then he isn't a person that cuts his own hair, thus he is a person who's hair the barber cuts, but he is the barber.
