If a bill goes to court?

can i set up a repayment plan with the court itself, and can i do this over the phone with them

Most states will allow you to request an installment payment plan.  You may have to file a motion first.  In Michigan, if it is in Small Claims court they will do it at the time of the hearing.

You will have to appear in court.  If you don't show they will grant a default judgment to the creditor, and they can come after you immediately.

Generally yes you can set up a repayment plan but they may or may not require you to actually be there.
