It probably means whatever you think it means.  Because it really depends on the situation, the relationship and exactly what happened.  It's complicated.

One thing that is nearly certain, is that it means he has feelings for you.  Often they are positive, even if confusing.  Boys can be mean when they like a girl, because they aren't comfortable with their feelings.  

Chances are it means he likes you. :D
