  1. no they can not, they would have to go to court and have good reasoning for needing to be in foster care, if they're claiming that they haven't been abused, or neglected and would like to go into foster care. the case will probably never be seen by a judge, but if they are claiming that they are being abused and there have been accounts of this abuse that teachers, or babysitters , or someone in close everyday contact with them have seen, and social services feel that you are indeed, unfit to keep your child, then they can take you to court, and ask for the maximum penalty

  4. if they're old enough they may become emancipated. the parents can legally abandon them. if there are any abuse issues, they can get help. but, normally, healthy,happy children don't want to live with perfect strangers.

  5. I don't think so but if you're old enough you can be emancipated from your parents.

  6. Probably, if they're unhappy. But other than that, they probably wont see the point. They have tons of other kids they have to worry about.
