  1. If the player has not taken action to committing to a golf swing and the ball accidentally falls from the tee, the ball is re-teed without penalty.Rule 11-3 covers the incident.

    The ball is in play when the player makes a stroke, which is  the forward movement of the club with the intention of striking at and moving the ball.

    At any other time, there would be a one stroke penalty.
