Veins can't repair themselves, they are not like skin, they can get better through not using heroin again and living a healthy lifestyle, but the veins will probably be damaged for the rest of the life the most common problem is veins collapsing which isn't repairable. If whoever it is must take heroin they should smoke not inject, of course it would be best to not take it at all but it is not that simple
