  1. Generally, but not necessarily. Resources classes are offered to ALL children who need extra help (at least that is how it is where I am from). But, often when a child needs this much remediation, it has an underlying cause, aka a disability, be it cognitive disability (like a learning disability or a developmental delay) or a physical disability (such as paraplegia or a severe illness). But sometimes children simply fall behind and need extra help.

  2. not neccessarily. Sometimes they are in there to get the added assistance that they can't get in a classroom that has no real time for one-on-one.

  3. Not necessarily.  Some students who are enrolled in resource classrooms have difficulty in social situations.  I worked for CGGS in resource classes and juvenile halls and a lot of kids were in there for gang related issues.   They had a limited background of education so most of them were working on excelled life skills (meaning if they were 16 and pregnant they were learning how to read a pay stub and bank statement; how to write a check and apply for a rental lease on an apartment etc.)   A resource classroom may be an opportunity for a student to gain valuable real adult life skills that the standard school curriculum does not offer.

  4. no, but can possiby be true.  Lower student may need extra help to boost up their average and help them excel which teachers cannot do in the classroom.
