If a lawyer has an inactive license can they still practice law?

According to the State Bar of CA website there is a certain Commissioner/Lawyer who's Bar Number is INACTIVE...Can this person still practice law or be a Commissioner? I don't get this please explain...Thank you in advance!

  2. no.  However, being a commissioner or judge is not practicing law.  In many states it is customary for judges and such to have an inactive license because they cannot represent other people.
