  1.   No unless your in a stupid state. The statue of limitations ran up you only have 1 year to report it. In one stupid state a guy was not guilty of killing a young girl and then got sued but it was already 2 years so he didn't have to pay. Here in colorado you cant be in court twice for murdering the same person its illegal. If your not guilty you cant be prosumed guilty the next time.

  3. I would say yes - if you have strong evidence.  Last I heard there was no statute of limitations on rape (at least in my state).  Good luck convicting the lowlife - he deserves the worst they can throw at him.

    In Wisconsin, sexual assault of a child can be reported until the victim's 45th birthday if there is more than one offense.

  6. yes and he should.  as the DNA database is being enlarged more and more old cases are being solved.  15 years ago probably feels like yesterday to the woman.
