  1. No. They would still be illegal to drive on the roads, not to mention very dangerous.

First of all, you would be only doing 15 mph which means every car would be overtaking you (and although they are supposed to leave leave plenty of space, most of them don't), a lot of cars would not see you as you are low to the ground and if you hit a manhole cover when it is wet you would fall over.

If you were driving along at 15 mph you would p**s off every single person on the road and I would be surprised if you managed to do it for any length of time without ending up underneath some car or lorry's wheels.

To make the bike legal, it would have to do at least 30 mph, it would need a number plate, tax, insurance, a valid MOT and the appropriate license/training.

You can double check with the Department of Vehicle Licensing.

  2. No you need to be able to achieve around 30 mph (mopeds with 50cc can do that) to be anywhere near being on the tracks to being legal. Then it has to be mot able, insured and taxed, technically you'd have to have a cbt as a minimum aswell. Either get a proper sized bike, or just mess around on the road on a mini moto as everyone else seems to do and keep out of the way of the plod!
