  1. Yes and no.

    MP4, in the Video Format sense, stands for MPEG-4 Part 14.  It's a video format that's fairly recent and is based on the Apple Quicktime format.

    MP4, in the Portable Media Player sense, stands for (basically) MP3+1.  It's a way to designate a device that plays audio as well as video, but in almost every instance will *not* support the actual MP4 video format (specified above).

    It's misleading, and is a touch ridiculous to the point of there being MP5's, now which still have nothing to do with the MPEG Video Format.
