  1. The operator of a vehicle has the sole responsibility of everything that occurs inside a vehicle...and as such..is the one to get ticketed for an unrestrained child...even if that child isn't their's.

  3. Well, in NY, the driver is responsible for everyone in the vehicle under the age of 16. I suppose if you wanted to split hairs, technically both the driver and the parent could get the ticket.
