  5. They are eligible to apply, that is all. They certainly won't have a very good chance compared to someone who was never been deported. They will be competing against honest people

  6. He can apply after the ban is over, but it's doubtful that he will get a visa.  There are too many people who have NEVER broken immigration laws in front of him.  They deserve the opportunity before he does.
