  1. Start with the Law Enforcement agency where the original crime occured.  They will be the ones to "get the ball rolling."

    Be prepared, however, to make a lot of phone calls to your police chief, mayor and congressmen to demand action be taken to track the guy down (difficult) and have him arrested by the Mexican authorities and extradited back to the U.S. (even more difficult).

    There are literally thousands of cases like this ranging from petty crimes to capital murder....add to that, most police agencies are already overloaded with open cases.  The only way they're going to stay focused is if you keep up the pressure.

    While you're at it, have the phone numbers of all the local media outlets and the nearest Mexican Consulate on your speed dial as well.
