  1. The parent gets the option of choosing someone to look after the kids, if they can't come up with someone then Social Services are called.

  2. In the UK the Police normally contact Social Services and they make the decision of where the children are placed.

  3. If they know someone who is willing and capable of looking after the kids then the police will normally allow it, they do not have the right to to arrange it.

It is usually mutually beneficial to get it done as soon as possible.

  4. I've been in that situation several times. I give them the opportunity, but I can not be expected to wait more than a reasonable time. If they find someone right away, that is fine. If not, I call Social Services and have them placed.

And, yes.. you can call a neighbor, as long as the person is responsible enough to take temporary custody of the children.

  5. The police will put the kids into temporary foster care.  Social services will then try to find a suitable relative to place them with or keep them in foster care.  No, you can't call your neighbor to come over to watch the kids while you are in jail.
