  1. No the call timing ( in India at least ) is measured from the moment the receiver picks it up. But in some places it may be considered. Contact your telecom service provider.

  8. It could a computer or other device programmed/used in order to make and/or receive calls.

  9. If no one is there to answer it, an answer machine might get it, then it is a phone call.

  10. I dont think that it costs money for your cell phone if it hasnt been picked up.
