If a populace has the right to bear arms, are people less eager to *unjustly* denounce others to "authority"?

This is hypothetical, of course, and refers to extreme situations (or rather one stage of them) found in totalitarianism replete with informant networks, secret police, etc.

If an individual's neighbors are (possibly) armed, is that individual less likely to *unjustly* inform upon their neighbors for reasons of personal ambition, making deals, etc.?
