Ounces are a weight measurement and Tablespoons are a volume measurement. An example: A tablespoon of bread crumbs will weigh less than a tablespoon of butter, because the density is different.

That could vary quite a lot depending on the specific ingredient.  Are you talking liquid or solid measurement ?  If it is liquid then it is easy, the answer would be 4 tablespoons.  If it is a weight measurement, who knows?
