If a school has decided that there closed then in the morning can the school decide to open?

see what if they call u at night thinking that the roads wont clear and the storm wont pass what if the storm is gone in the morning and the roads are clear can they reopen

They won't do this. If they did, parents would probably riot. When schools decide to open late or close, everyone has to make alternate plans. This is why they try to decide as early as possible. They know that sometimes they don't make the right call, and they accept that risk. They would never change their mind at the last minute.
