This is a security measure put in place in the event of a robbery or threat.  Also in the event of a natural disaster they need a way to lock up.

Take , for example, the local convenience store.  Usually open 24 hours a day......but also a magnet for robbery.  When a robbery occurs, the store will usually close/lock pending police investigation.

i don't know good question!!  probably because if they ever did need to lock then they could.  i work at a store that is open 24 hours and they only day i've seen them lock the doors is christmas eve and day.
