If a ticket is not given at an accident scene does that mean there was no violation?

Accident happened; police filed report but did not issue anyone a ticket. Does that mean that, to the police, there was no violation?

  1. Than there was no violation, they usually write a report for reference and if someone decides to file a lawsuit or something.  That is evidence one can use in court.  No, you did not get a ticket though, because the officer has to sign off on it at the time of the accident and date it otherwise he'll have to go to the court and do it in which case most do not if it was minor violation.


  2. Not always.  It may be that the actual cause of the collision has not yet been determined.  Still, if neither party has recieved a citation within a week or so, there proabably won't be one.

    Citation or not, this has nothing to do with how an insurance company will rule on a claim.

  3. In this situation for now yes and after the police finalizes his or her report then someone might still receive one...
