If abortion are illegal???

Doctors advise possibility of abnormal child. Who should for medical bills????

I agree with Rich. Even making them illegal isn't going to help the issue any. People will find a way to do it without help of a certified doctor which will lead to more damage to children and women. As for who would have to pay, I guess it would depend on why the abortion was being done; if it was simply a matter of the baby being deformed then the parents. If it was because the fetus was endangering the mother then maybe the state...but I don't think it will ever become illegal.

It's a moot point, making them illegal won't stop them, it never did.  The only difference will be that they will no longer be performed in sterile conditions by a licensed Doctor.  Like gambling, alcohol, drugs, and prostitution, abortions are going to happen, no laws can be effective if the people refuse to obey them.
