If the police were called at the time of the incident and did not make an arrest...you would need to file the warrant of arrest as the offense was a misdemeanor not observed in the presence of the officer.

If the level of injuries were severe enough to warrant a felony charge of assault/domestic violence...then the police, after gathering all the evidence available, can get the warrant signed themselves.

It would appear to me, however, the assault was less severe and only a misdemeanor where the police should have told you to get the warrant of arrest against the offender.
