If an attorney files for public office and there is no election, is this a serious breach?

Two attorneys in Marianna Arkansas filed for office when there was no election to be held. Is this a serious breach that should have been reported by the other attorneys in the area.

That is funny...I don't understand to what gain they would do that and if we are talking about attorneys, you know there is a gain.
