  1. yes, each ticket has a unique bar code that identifies it and tells if it is a winner or not and if it is, how much it is worth. so yes they run it through the state's lottery machine before they do any payouts- the machine will print a payout receipt if it is a winner. Depending on which state you live in you may have to fill out forms and wait to get your money from the state if your winnings are over a certain amount.

  3. Yes due to fraud. Some individuals change losing tickets to winning tickets to collect money. They cut in to the ticket a winning scheme. Or they convert the ticket to be a winner. Only way to change that is check the bar code using the cash register. If you really won I guess this process would not bother you. This is the only way to prevent fraud and keep the game of lotto alive.

  4. Yes, it validates and reports to the lottery commission of a payout...an inventory.

Yeah.  I used to work in a gas station that sold lottery tickets.  Even if it said that the person won a free ticket, we still had to scan it.  The lottery system knows by the barcode if the ticket is a winner or not.  Its not some random printing.   If the payout is over a certain amount then you have to atually go to your local lottery commission office.

    Gotta scan it to make sure its not a fake, even if you scratch it in front of the clerk right on the counter.   :P
