If born in costa rica but 19 years.stay in philippines,can get dual citizen?

and with german father & filipina mother..how to apply for the citizenship?and how to get costa rican passport again? how to go back in costa rica easily?

You can get it easily if u were borned here, the thing I dont know is if u have to stay in the country 6-12 or even 24 months....
